On 11 August 1970: South Vietnamese Minister Phan Quang Dan, the President of the National Committee of Rescue of Vietnamese Refugees, visited Phnom Penh with an inter-ministerial delegation to negotiate repatriation terms for Vietnamese refugees. The delegation included Minister of Social Welfare Tran Nguon Phieu, Minister of Health Tran Minh Tung, Major General Cao Hao Hon (Chief of the Pacification Development Center) and Admiral Tran Van Chon (Vietnamese Navy Commander). They toured several camps, including Church Saint Joseph (Petit Séminaire) and Church Sisters of La Providence. On 13 August 1970: the official ceremony for the “final wave of departures” (5.413 persons) took place at the Port of Phnom Penh. It was attended by Phan Quang Dan, Cambodian Minister of Social Action Chau Xeng, and important Cambodian and South Vietnamese officials. The refugees embarked on landing ship tanks HQ 501 and HQ 503 of the South Vietnamese Navy. On this occasion, they received a quantity of relief items (Le Cambodge Économique, nos. 61-62, 11-14 August 1970, p. 7, and nos. 63-64, 18-21 August 1970, pp. 6-7; Vietnam Bulletin, vol.
